Research in the Public Interest: The American Academy of Actuaries Perspective

Public Interest and the Academy’s Mission

The actuarial profession has long been committed to serving the public interest. At its core, the work of actuaries is to navigate the complex landscape of risk and uncertainty to safeguard the financial systems that individuals and communities rely on every day. Whether ensuring the long-term sustainability of pension plans, designing resilient insurance frameworks, or analyzing the societal impacts of emerging issues, actuaries translate dense quantitative data into solutions which promote financial stability. The profession is defined not only by mathematical discipline but also by its commitment to public stewardship.

As the only national professional association for actuaries in the United States, the American Academy of Actuaries plays a vital role at the intersection of this actuarial expertise and public policy. Founded in 1965, the Academy's mission is to serve both the public and the U.S. actuarial profession. It fulfills that mission by providing objective actuarial analysis, developing and upholding professional standards, supporting the actuarial profession's commitment to excellence, and helping actuaries fulfill their responsibilities to the public. Although the Academy is best known for its public policy work in areas such as health care, retirement security, life insurance, and property/casualty (P&C) insurance, research is an essential component of that work.

Research as a Bridge Between Academia and Policy

Academy research works in tandem with university-based research programs, focusing specifically on immediate public policy and professional practice needs. While academic researchers excel at exploring fundamental questions, pioneering methodological innovations, or driving theoretical advances that push the boundaries of the discipline, the Academy's research agenda is typically guided by emerging issues facing policymakers, regulators, and the actuarial profession. As a result, Academy research builds upon the deep theoretical and practical foundations developed by the academic community, emphasizing direct stakeholder relevance and timely application. The goal is to collaborate to help translate rigorous knowledge into actionable information that policymakers, regulators, and the public can use.

Collaborative Expertise Across Practice Areas

An essential aspect of Academy research is its collaborative nature. Much of the work is conducted through volunteer committees, work groups, and task forces composed of practicing actuaries with deep subject-matter expertise. The Academy’s policy program managers facilitate volunteer activities across the five practice council areas: Health, Life, Retirement, P&C, and Risk Management and Financial Reporting. The research staff work closely with these practice councils, as well as a dedicated Research Committee of volunteer actuaries, on projects spanning nearly every aspect of the actuarial profession. The practice councils also develop comment letters, valuation manuals (VMs), and other public policy resources. = The Actuarial Standards Board (ASB) sets standards for appropriate actuarial practice in the United States through the development and promulgation of Actuarial Standards of Practice (ASOPs). These ASOPs describe the procedures an actuary should follow when performing actuarial services and identify what the actuary should disclose when communicating the results of those services.  This variety of publications and research is possible because actuarial volunteers bring perspectives from industry, consulting, government, and academia, creating a rich environment for examining complex issues. Academy staff support these efforts by conducting research, coordinating analyses, and helping communicate results to diverse audiences ranging from the National Association of Insurance Commissioners (NAIC), Congress, regulators, and fellow actuarial organizations such as the Society of Actuaries (SOA) and the Casualty Actuarial Society (CAS), and the general public.

Emerging Risks and Real-World Impact

The increasing importance of actuarial perspectives on issues that extend beyond traditional insurance and pension applications has become more apparent in recent years. Questions surrounding health care affordability, retirement readiness, climate-related risks, longevity improvements, and financial resilience all involve uncertainty, long-term horizons, and complex interactions among economic and demographic factors. In the past year alone, the Academy’s  research staff has examined topics, including state variation in title insurance costs, the relationship between risk-based capital and probability of company impairment (a cross-practice collaboration between life, health, and P&C councils), pension decision-making behaviors, a survey on behavioral ethics, and reanalysis of North American climate data.

ARC, Future Researchers, and Continued Collaboration

For researchers and students attending the Actuarial Research Conference, the Academy offers a compelling example of how actuarial research translates directly into real-world impact. Academic research provides the vital theoretical innovations that advance the profession, while the Academy's work helps apply those concepts to practical policy questions facing decision-makers today. This symbiotic relationship between foundational research and policy application strengthens both communities and helps ensure that actuarial science remains relevant and responsive to evolving societal needs.

The Academy also recognizes the value of engaging with emerging researchers and early-career actuaries. The profession's future depends on continued innovation, interdisciplinary collaboration, and the development of new analytical approaches. Conferences such as ARC provide important opportunities to connect academic researchers, practitioners, and policy-focused organizations. These interactions foster the exchange of ideas that ultimately benefits the profession as a whole.

The demand for objective, evidence-based analysis is unlikely to diminish. Policymakers will continue to face decisions involving uncertainty, risk, and financial sustainability. Actuaries bring a distinctive perspective and highly advanced, effective analytic expertise to bear on these discussions—one that combines quantitative rigor with an understanding of real-world systems and stakeholder impacts. Their work is grounded in rigorous analysis of data, models, and financial systems, providing objective insights that can help inform complex policy decisions. The Academy remains committed to supporting research and analysis that help inform these conversations.

As actuarial science continues to evolve, these partnerships among researchers, practitioners, and professional organizations will be increasingly important. The Academy welcomes opportunities to engage with the broader research community, share insights, and learn from new developments in the field. By working together, we can continue to advance actuarial knowledge while ensuring that it serves the needs of society.  The Actuarial Research Conference plays a vital role in fostering scholarly inquiry and professional dialogue. We are pleased to support these efforts and look forward to continued collaboration with researchers whose work enhances the profession.
